fundraising for the Riverman appeal

WHILE fundraising for the worthy Riverman appeal on behalf of the Glasgow Humane Society, I approached Scottish Government staff in the city and requested that they place a collection can in their reception area.
I had already got agreement from a number of offices by the Clyde.
I was informed that a decision had to be made by Edinburgh.
It begs the question, if decisions cannot be made about a collecting can, what decisions can be made?
